High rise warden behavior

Hi guys, wondering if someone can give me a hand

I'm currently trying to model a high-rise residential evacuation with waking watch/fire wardens. This consists of the Warden reaching the lobby on each floor and alerting residents to evacuate, with a delay time of 15-45s until occupants simultaneously evacuate the floor.

My initial model used the "wait" behavior and i just calculated the time in which the warden reached the lobby added, with an additional 15-45s log wait time. However, there must be a way that is more accurate and simpler.

Any advice would be greatly appreciated,

You could use triggers in behaviors to make something like this happen.
